Step 2: Present your Emirates ID card to the employee.
Step 3: An employee enters the transaction details into the system, which are then audited and approved.
Step 4: Pay the applicable fees and receive a payment receipt.
Step 5: Receive the "To Whom It May Concern" Certificate.

Step 3: Select the payment method and pay the fees.

Via Call Centers (for People of Determination and Senior Citizens)

Step 2: Request a People of Determination card and Emirates ID and send it to the call center employee via email.
Step 3: For Senior Citizens, request only the Emirates ID and send it to the call center employee via email.
Step 4: The employee submits a "To Whom It May Concern" letter.

Step 2: Select the payment method and pay the fees.
Step 3: Receive the "To Whom It May Concern" Certificate.
